Description:
Looking for More Power, we stopped at Windsor to talk to them about their RS23s, which were for sale. The line's GM told us he really didn't want to sell the units, since they really ran well. The line's owner, a holding company, was pushing for EMDs. He wanted all 8 sold in a block, and wouldn't sell single units. Couldn't afford that, so had to let them go.
